Self-Promotion in the Rose & Bay Awards

I've closed the poll about self-promotion.  There's a slight margin toward keeping the ban on nominating oneself for an award.  Allowing for one person who changed her vote, there's a slight margin toward allowing people to vote for themselves (once nominated by someone else).

Also, there's very strong support for giving people an opportunity for self-promotion that may encourage nominations, thank you robling_t for the proposal.  So when the 2013 award season opens in January, there will be a post inviting people to list their eligible projects and patronage.
