A number of folks, both in previous conversations and in the current "suggested improvements for next year's Rose and Bay Awards" thread, have expressed desire for a judged award.  I believe that crowdfunding benefits from a popular-vote award, so I don't want to change the Rose and Bay Awards to a judged format.  However, there is room for more than one award in a field -- look at all the different science fiction awards! -- so I'm launching this thread to discuss a judged award.  Different award models all have their pros and cons; they attract different people.  If a juried award makes very different choices than the Rose and Bay Awards, we could cover more ground; that could be useful too.
