A garment similar to a cape, that drapes freely from the top of a hat to trail over arms and attach at wrists. Purpose: to provide shade, while permitting airflow and fluttering lightly behind and above the wearer. (Improvised one today using my ubiquitous Purple Thing, a large lightweight rectangle of purple batik'd fabric that has become almost every imaginable garment.)
